A French appeals court has overturned a manslaughter conviction against Continental Airlines for the July 2000 crash of an Air France?Concorde?that killed 113 people, ruling Thursday that mistakes by the company's mechanics were not enough to make it legally responsible for the deaths.

The crash hastened the end for the already-faltering supersonic?Concorde, synonymous with high-tech luxury but a commercial failure. The program, jointly operated by Air France and British Airways, was taken out of service in 2003.

In the July 25, 2000, accident, the jet crashed into a hotel near Paris' Charles de Gaulle airport soon after taking off, killing all 109 people aboard and four on the ground. Most of the victims were Germans heading to a cruise in the Caribbean.

A French court initially convicted Continental Airlines Inc. and one of its mechanics in 2010 for the crash of the Air France?Concorde, and imposed about ?2 million ($2.7 million) in damages and fines on the carrier.

The lower court ruled that the mechanic fitted a metal strip on a Continental DC-10 that fell onto the runway, puncturing the?Concorde's?tire. The burst tire sent bits of rubber into the fuel tanks, which started the fire that brought down the plane.

"This was a tragic accident and we support the court's decision that Continental did not bear fault. We have long maintained that neither Continental nor its employees were responsible for this tragic event and are satisfied that this verdict was overturned," Megan McCarthy, a spokeswoman for Chicago-based United Continental Holdings Inc., said in a written statement. Continental merged with United in 2010.

Parties including Air France and Continental compensated the families of most victims years ago, so financial claims were not the trial's focus ? the main goal was to assign responsibility.

In the original trial, Continental and the mechanic, John Taylor, were also ordered to pay tens of thousands of euros in damages to families of a few victims in the case.

At the time, Continental lawyer Olivier Metzner argued that the U.S. airline was a convenient scapegoat and that there wasn't enough evidence of criminal wrongdoing.

In France, unlike in many other countries, plane crashes routinely lead to trials to assign criminal responsibility ? cases that often drag on for years.

In the years it took French judicial investigators to work their way to trial, amassing 80,000 pages of court documents, the?Concordes?were revamped, retired and finally sent to museums.

Research demonstrates that college and graduate school students are at significant risk for mental health problems, and the average age of onset of many psychiatric disorders, including depression, anxiety, and substance use disorders, occurs in young adulthood. A recent national study showed that more than 60 percent of students with mental health issues leave college for that reason. Suicide and alcohol abuse are among the leading causes of death among college students. Therefore, it is critical that we as faculty and staff recognize the risk factors for Vanderbilt students with a special focus on the unique aspects of the university setting that can contribute to students? emotional struggles.

Vanderbilt is fortunate to have highly trained professionals committed to helping and caring for our students. Petraeus scandal: Tampa socialite fighting back

Tampa socialite Jill Kelley is fighting back. Today, sources close to the woman who was caught in the media crossfire during the David Petraeus sex scandal have released new letters aimed at reclaiming her reputation.

In a letter released to reporters by Jill Kelley's spokesperson, Kelley's attorney goes after a New York businessman who claimed Kelley was using her connections to Petraeus to broker a deal with the South Korean government.

"It is impossible to overlook your attempt to get your '15 minutes of fame,'" attorney Abbe Lowell wrote to Adam Victor, the president and CEO of TransGas Development Systems. "?You have the right to do that to yourself, but you do not have the right to defame our client.

"This letter is notice to you that statements you have made are false and defamatory and are intended to portray Ms. Kelley in a false light," the letter continued.

Victor has claimed that Kelley asked for $80 million in commissions to arrange a deal between Victor and the South Korean government. Kelley was an honorary consul for the Republic of South Korean.

"While it is certainly true that Ms. Kelley communicated with you about a potential business deal, it has nothing to do with General Petraeus or other military," Lowell wrote Victor.

Kelley was stripped of her ceremonial position as honorary consul for South Korea today, according to South Korean Deputy Foreign Minister Kim Kyou-hyun.

"It is not suitable to the status of honorary consul that [she] sought to be involved in commercial projects and peddle influence," Kyou-hyun told South Korea's semi-official Yonhap News Agency.

The dealings between Jill Kelley and Adam Victor were detailed in a series of emails between the two made public earlier this month. The emails appeared to confirm the New York businessman's claim that Kelley wanted a huge fee for brokering a transaction with the South Korean government.

But in his letter to Victor, Lowell denies that Kelley wanted anything close to $80 million, and says the full chain of emails reveal that "it was you (Victor) who were trying to capitalize on her contacts, and not the other way around."

Kelley and Victor were introduced at the Republican National Convention in Tampa in August by Kelley's friend, Tampa real estate developer Don Phillips. In an interview with ABC News, Phillips said he suggested that Kelley and Victor should meet because Kelley could help Victor land a deal for a coal gasification plant in South Korea.

Phillips claimed that Kelley said that Victor tried to "proposition" her "almost immediately," and said he had to cajole her into flying to New York for a second meeting with Victor.

After she met with Victor in New York, Phillips said, Kelley reported that she was no longer interested in pursuing the deal. According to Phillips, she said, "As a result of my personal investigations and business intelligence this is just not going anywhere, Don, and you just don't want to associate with this guy."

Victor, who denies propositioning Kelley, claimed she continued pushing for the deal after their meeting in New York. But sources close to Kelley say that telephone voice messages Victor left for Kelley reveal that he was the one who continued to seek Kelley's involvement, even after the Petraeus affair came to light.

Victor also claims that Kelley told him Petraeus arranged for her to be named honorary consul, and that she could use her connections with high-level Korean officials to help land the coal plant deal.

None of the emails that Victor showed to ABC News mention Petraeus. Kelley's friend Don Phillips told ABC News that Kelley has not "in any way tried to profit" from her relationship with Petraeus.

Sources close to Kelley also say a complaint about Kelley's former attorney was filed with the Florida Consumer Assistance Program, charging that he may have violated attorney-client privilege by holding a news conference and speaking about Kelley.

In addition, a letter from Kelley's lawyer was dispatched to the Department of Justice, asking if there will be an investigation of how his clients' names leaked to the media.

Victor told ABC News he has not yet received the letter that was released to selected reporters this evening, but after being told of its contents Victor said it appears to be a frivolous complaint.

"I don't know what they're upset about. I've said nothing derogatory about Ms. Kelley and have only told the facts as I know them, in fact much of what I've said was complimentary," Victor said.

As to charges of inappropriate behavior, Victor said he was mystified. He told ABC News he had only met Kelley in the presence of his female chief of staff and received gracious follow emails from Kelley afterwards.

Victor said he did indeed contact Kelley after the Petraeus scandal broke, but mainly to find out what was going on.

Requests for comment from the Kelleys' Florida attorney were not immediately returned.

Deadly cave may have inspired Hades myth

A giant cave that might have helped serve as the inspiration for the mythic ancient Greek underworld Hades once housed hundreds of people, potentially making it one of the oldest and most important prehistoric villages in Europe before it collapsed and killed everyone inside, researchers say.

The complex settlement seen in this cave suggests, along with other sites from about the same time, that early prehistoric Europe may have been more complex than previously thought.

The cave, located in southern Greece and discovered in 1958, is called Alepotrypa, which means "foxhole."

"The legend is that in a village nearby, a guy was hunting for foxes with his dog, and the dog went into the hole and the man went after the dog and discovered the cave," said researcher Michael Galaty, an archaeologist at Millsaps College in Jackson, Miss. "The story's probably apocryphal ? depending on who you ask in the village, they all claim it was their grandfather who found the cave." [ See Photos of Alepotrypa Cave ]

A prehistoric cathedral
After its discovery, Greek officials originally saw the cave as a potential tourist attraction. However, when archaeologists realized the historical secrets it might hold, they led efforts to keep tourism from inadvertently destroying the site.

The main chamber of the cave is about 200 feet (60 meters) tall and up to about 330 feet (100 m) wide. Altogether, the cave is nearly 3,300 feet (1,000 m) long, large enough to have its own lake, in which famed explorer Jacques Cousteau once scuba-dived.

"If you've ever seen 'The Lord of the Rings,' this might make you recall the mines of Moria ? the cave is really that impressive," Galaty told LiveScience.

Excavations that have taken place at Alepotrypa since 1970 uncovered tools, pottery, obsidian and even silver and copper artifacts that date back to the Neolithic or New Stone Age, which in Greece began about 9,000 years ago.

"Alepotrypa existed right before the Bronze Age in Mycenaean Greece, so we're kind of seeing the beginnings of things that produced the age of heroes in Greece," Galaty said.

Cave dwellers apparently used the cavern not only as a shelter, but also as a cemetery and place of ritual.

"You have to imagine the place torchlit, filled with people lighting bonfires and burying the dead," Galaty said. "It was quite like a prehistoric cathedral, a pilgrimage site that attracted people from all over the region and perhaps from further afield."

Cave settlements
The cave apparently went through a series of occupations and abandonments.

"Alepotrypa was at a perfect place to intercept sea trade from Africa all the way to the eastern Mediterranean, being right at the southern tip of Greece," Galaty said.

Settlement at the cave abruptly ended when its entrance collapsed about 5,000 years ago, perhaps due to an earthquake, burying cave dwellers alive.

"It is and was an amazing place, the closest thing we have to a Neolithic Pompeii," Galaty said, referring to the ancient Roman town of Pompeii, which was buried when Mount Vesuvius erupted nearly 2,000 years ago. Ash entombed and preserved Pompeii, and excavations there have given archaeologists extraordinarily detailed views of life during that time. In much the same way, the final cave collapse left everything in place in Alepotrypa, with everything inside getting a pearly mineral coating over the years.

Intriguingly, people apparently performed burials in the cave while conducting rituals that involved burning huge amounts of dung and depositing large amounts of colored and finely painted pottery.

"The burial sites and rituals that took place really do give the cave an underworld feel. It's like Hades, complete with its own River Styx," Galaty added, referring to the river that in Greek myth served as the boundary between the mortal realm and the netherworld. Alepotrypa archaeology
For about 40 years, excavations at Alepotrypa were largely the singlehanded work of Greek archaeologist Giorgos Papathanassopoulos. In the last three years, Papathanassopoulos has reached out to other archaeologists, who have helped uncover a wealth of new insights on the site.

For instance, surveys around the cave now show there was a settlement outside. Altogether, hundreds of people may have lived at the site in its heyday, making it one of the largest, most complex known Neolithic villages in Europe.

In addition, analysis by researcher Panagiotis Karkanas at the Ephoreia of Paleoanthropology and Speleology of Southern Greece in Athens and his colleagues is confirming that rituals were conducted there regularly.

Much remains unknown about the cave. For instance, "we don't know how much deeper deposits go. For all we know, we might have Neanderthals down there," Galaty said. "The next bay over, you have Neanderthal artifacts in caves, so it's hard to believe there wouldn't be such evidence in Alepotrypa. We just haven't dug deep enough to know."

"Giorgos Papathanassopoulos has always argued this pottery was not local to the site, but came from elsewhere ? that the cave was a kind of pilgrimage site where important people were buried, leading to the fanciful idea that this was the original entrance to Hades, that it was the source of the Greek fascination with the underworld," Galaty said.

Chemical analysis of the bones can yield similar insights. "Are people actually bringing bodies from distant locales to bury?" Galaty said.

This site, along with others in Europe, might help confirm that complex societies arose earlier than currently thought on the continent.

Papathanassopoulos, Karkanas and Galaty, along with Anastasia Papathanasiou, William Parkinson, Daniel Pullen and their colleagues, will detail this year's findings at the annual meeting of the Archaeological Institute of America on Jan. 6 in Seattle.

Man says prayer group leader told him to kill wife

Less than three months after he stood as a groomsman in the wedding of two friends he had known since college in Texas, Micah Moore walked into a suburban Kansas City police department and unloaded a dark secret: He had taken the woman's life at the request of her new husband, a charismatic prayer group leader.

Police said Bethany Deaton's death initially appeared to be a suicide. Officers found a note and empty bottle of over-the-counter pain medication along with her body in a minivan parked by a lake on Oct. 30.

It wasn't until Moore confessed nearly two weeks later that police announced she had been killed. He is scheduled for a preliminary hearing on a first-degree murder charge Wednesday.?

In the criminal complaint filed in support of the charge, police detailed a stunning series of allegations that Moore made as part of his confession.?

Moore, 23, lived with Deaton and her husband, Tyler, in a communal home shared by male members of their prayer group. He told police that several members had sexually assaulted Bethany Deaton and that they were worried she would tell someone. Moore said that's when Tyler Deaton ordered him to kill Bethany Deaton, according to a criminal complaint.?

Tyler Deaton has not been charged in his wife's death. Jackson County prosecutor Jean Peters Baker said Deaton was under investigation but declined to elaborate. Deaton does not have a listed phone number and did not respond to requests for comment The Associated Press made through Facebook and phone and email messages to his father.?

Moore's attorney, Melanie Morgan, declined to comment.?

Tyler and Bethany Deaton moved to Kansas City in 2009 from Texas to attend a six-month internship at the non-accredited International House of Prayer University. The two had met as freshmen at Southwestern University in Georgetown, Texas, in 2005, and two years later Tyler started a prayer group, a former longtime member of the group told The Associated Press on condition of anonymity because he was afraid of retaliation from Tyler Deaton.?

Tyler Deaton was listed at one point as a division coordinator for IHOPU's "friendship groups," but the school said that was a mistake. It issued a statement distancing itself from Tyler Deaton after Moore, a student at IHOPU, was arrested.?

"Since Bethany's death it has come to light that over five years ago, both she and Mr. Moore joined an independent, close-knit, religious group in Georgetown, Texas," the school said in a statement. "This religious group of fewer than 20 people was led by Tyler Deaton. They relocated to Kansas City over the last few years and operated under a veil of secrecy."?

IHOPU is the educational arm of International House of Prayer of Kansas City, an evangelical Christian group focused on missions and preparation for the end of time.?

The Deatons' prayer group had at least two houses, with women living in one and men in another. Bethany Deaton, 27, moved into the men's house with Tyler Deaton after they married in August.?

According to the criminal complaint, Moore told police that men in the house began drugging Bethany Deaton and sexually assaulting her soon after she moved in. He said she was seeing a therapist and group members became concerned she would tell the therapist about the assaults.?

Moore and other men who lived in the house told police that several group members also were having sexual relations with Tyler Deaton, unbeknownst to his wife. One man, whose name was blacked out of the criminal complaint, told police that Tyler Deaton said after Bethany Deaton died that he had had a dream he killed his wife by suffocating her.?

Moore told detectives Tyler Deaton instructed him to kill Bethany Deaton because he knew Moore had it in him to do it, and that Moore reported back to Tyler Deaton after she was dead. Moore told police that he had placed a bag over Bethany Deaton's head and held it there until her body shook.?

Welcome to the Future of Your Health Insurance. It Sucks. ? naked ...

There have been numerous reports about the shortcomings of Obamacare which its boosters have either ignored or shouted down. And troublingly, the attitude is often ?I got mine? as in ?My kids are now covered under my policy? without questioning what the narrow and broader issues are.

Well, I?ll tell you I got mine too. My current policy, which on paper is actually quite good, has a lifetime cap. Under the ACA, it is grandfathered and the cap is removed. And I?m still here to tell you that the future sucks. This deal enriches Big Pharma and the health insurers at the expense of the public at large. And the result of that will be a worsening of the already lousy health care system in the US. And I can give you a feel for what your future is likely to look like. It?s not pretty.

Let?s start with some of the inaccurate praise heaped on the ACA:

It covers the uninsured. No, it only cover some of the uninsured. The CBO scored the ACA as leaving 30 million still uninsured as of 2022.

It will cover people with preexisting conditions. Um, maybe, until you need costly care. The ACA preserved a loophole you can drive a truck through: But the bill has a giant loophole: insurers can continue to cancel policies in the case of ?fraud or intentional misrepresentation? as they do now. And the bar for fraud, per established case law, is remarkably low. Forgetting to tell your insurer about a past ailment, no matter how minor, qualifies. Say you forget to tell your new insurer that you had acne or a concussion in your teen years. That will more than do.

Insurers NOW frequently go over the records of people who have costly conditions or major surgeries with a fine toothed comb looking for ways to rescind policies. For instance, in 2010, Reuters reported:

WellPoint was using a computer algorithm that automatically targeted them and every other policyholder recently diagnosed with breast cancer. The software triggered an immediate fraud investigation, as the company searched for some pretext to drop their policies, according to government regulators and investigators.

WellPoint appears to have overstepped by using pretty much any weak excuse to rescind policies. But the low standards of the fraud out mean that there?s still plenty of room to drop coverage, particularly for patients over, say, 35, who have enough of a medical history that they can easily forget a minor ailment that their insurer finds and uses to ditch them. Remember, most people who undergo a medical bankruptcy had insurance.

Your health care will be (mainly) covered. Hahaha. I know high functioning people (as in couples where both spouses had advanced degrees, and one was on the board of a major medical devices company) who?ve been stuck with huge hospital bills. They?d thought everything was covered, and somehow items that were in the tens of thousands (in one case, totaling $75,000) wasn?t. And then there?s the ?out of network? problem, highlighted this weekend by a New York Times story of parents who had a baby that had trouble sleeping and the pediatricians they saw were at a loss. The doctor who specialized in that sort of problem didn?t accept insurance. While he was able to help the baby, the parents had to foot all of the $650 bill.

Health insurer profit margins are capped. That is technically accurate but substantively misleading. The health insurer have been engaged in price gouging over the last two decades. Health insurers as of the early 1990s spent 95% of health care premiums on medical expenditures. They now spend less than 85%. The ACA requires them to spend 80% on health care costs. So the bill institutionalizes an egregiously fat profit margin.

Now if that doesn?t sober you up, consider a few more factoids: the ACA does indeed extend insurance to a large pool of formerly uninsured, and subsidizes insurance to lower income individuals. This should increase demand for health care services. At the same time, more and more doctors are opting out of taking insured patients, largely because they can?t stand the cost and hassle of fighting insurers to get paid. For instance, dermatologists want to do Botox and dermapeels, not acne. Endocrinologists are converting their practices to anti-aging. In New York City, it used to be not too difficult to find a pretty good primary physician. That is no longer true. When my old MD quit practicing (while I was overseas), the insane array of referrals I got for his replacement would make for a Woody Allen movie.

Now forgive the following discussion of my experience, but it actually sheds some light on what is likely to be in store for a lot of people.

I have what is on paper a terrific policy. My insurer is Cigna, and it?s an indemnity plan, which means no network (only 2% of the plans in the US are indemnity plans). I can see anyone I want to, including overseas, including specialists without a primary physician referral. If the doctor I see is in a Cigna network, I get the network price, otherwise, the price is the rack rate. I have a $500 annual deductible and a 20% co pay on everything up to $5000 a year, and over that level is considered ?major medical? so no co-pay.

Now what is wrong with this picture? Cigna used to pay like clockwork. Over the years, they have been engaging in new and creative forms of denying coverage. And I don?t mean the usual nickel and diming of saying that the doctor?s charge is above ?necessary and customary? and dumping more of the doctor cost on me. I?ve gotten pretty good at fighting those over the years, but truth be told, they don?t seem to think they make enough on me that way (and I?m healthy enough that with the pretty low premiums I pay, they?d still pay out less than 80% of my premiums if they just acted like grown ups and processed my claims).

So their new tricks are:

? Throwing out claims. This started about 3 years ago. I cannot think of a single piece of business mail I have sent in the past 10 years that hasn?t gotten to its recipient. But Cigna now manages not to receive 25% to 30% of the claims I send them. I now record everything I send, date send and what?s in the envelope, and have to call Cigna to follow up to see if they got it (yes, I could send it registered mail, but that?s a half hour tax on my time every time and I don?t have it to give).

? Claiming provider information is missing, such as their ID number or name. This is nearly always impossible given that the doctors either print out receipts with all that info on it or have pre-printed forms their staff fills in by hand. But they assert they don?t see it on the scanned forms, so they are either misrepresenting or have a remarkably high level of scanning errors

? Claiming my policy doesn?t cover stuff that it does. Because I have a New York state regulated conversion plan, they can?t change the terms without notifying the state first (to obtain approval, but it?s pretty much always given) and then me, in writing. They?ve never done that (except for occasional rate increases or various mandated by law disclosures). But they?ve tried denying services that are required to be covered by New York plans by law or ones that they?ve paid for for over 15 years (and therefore it?s clearly a policy item). And their staff now can only look see in the database for the last two years (a recent ?improvement?), so the customer service reps (who are actually pretty diligent) can?t find past claims in the database to substantiate my position; I have to dig through my records and send in copies.

? Saying they previously paid out on a claim when they didn?t. That one is really cute. Again required having kept track.

? Saying a claim has been submitted too late. This is also cute in light of the ruses above (as in the last batch was ?too late? because they?d said provider info was missing), and is a new strategy. Clearly not permitted, since they would have had to notify me in writing and failed to.

Now because I am a customer from hell and know where the New York health insurance conversion plan people are, I periodically have to write them to lower the boom on Cigna. This is super annoying and I avoid doing it till really necessary but works every time. And the New York health insurance bureau disproves all the demonization of government employees. They are smart and on the ball. The first time I contacted them about my Cigna run around, a staffer there called me back 3 times in 24 hours with questions and follow up and got after Cigna two days after that. I hardly ever get that level of service from professionals like accountants and lawyers.

This microcosm should give you some insight into the macro. I?ve been on my own in a ?groupish? plan, which is the position many of the newly insureds will be in. You can expect insurance that is costly but doesn?t cover much. The wrinkle on my policy is it is nominally cheap and in theory covers a lot but in practice I pay a lot extra by virtue of all the time I spend fighting with Cigna. The only reason I prevail is I also happen to be in a state where I both have decent legal protection and a good state office to run interference if needed. That isn?t the case in a lot of states. Caveat emptor in our brave new world of health insurance exchanges.

It?s no wonder audiences are flocking to ?Lincoln,? the new film about the 16th president. It?s a clear-eyed, dramatic, and ultimately inspiring tale that portrays Lincoln not as a saint, but as a hard-nosed, determined political leader who uses all the tools of politics, high and low, to push a constitutional amendment abolishing slavery through a reluctant House of Representatives. From uplifting rhetoric to political threats to temporizing on the issue of equality to patronage to bribery, Lincoln and his allies deploy every weapon at their command to win the battle.

But as the words of Lincoln?s second inaugural still echoed in the theater, I found myself thinking that in one sense, Lincoln was lucky. All he had to contend with was ingrained racism, a war-weary nation and daunting political arithmetic. What he didn?t have to deal with was?modern media.

He didn?t have to wage this fight in a time when every backroom deal, every casual remark, every public assertion or private behavior of an ally was the focus of constant, intense scrutiny--when the often messy sausage-making at the heart of political progress was on 24-hour display.

Suppose the tools of modern political communication were around back in Lincoln?s day. What would he have been up against? Well, consider:

Western lawmakers seek probe of refineries

WASHINGTON (AP) ? Six Democratic senators representing states along the Pacific Coast asked the Justice Department on Tuesday to investigate the role of oil refineries in gas spikes that occurred in May and October even as crude oil prices were declining.

Gas prices jumped last month in California to more than $5 a gallon. Analysts said a web of refinery problems were to blame.

But the senators say a review of California refinery emissions data revealed inconsistencies between the time refineries were actually producing petroleum products and when maintenance shutdowns were publicly reported. They said misleading reports of shutdowns could create a perceived shortage of gasoline.

"It is important to note that because the West Coast refinery market is highly concentrated and isolated, inaccurate information about just one refinery being down can impact gasoline prices for tens of millions of consumers," the senators said in a letter to Attorney General Eric Holder.

They said an analysis by McCullough Research indicates that gasoline inventories were either increasing or remaining at historic five-year averages during the highest price spikes. They said records that only can be gained through subpoena can determine whether various refinery companies violated a Federal Trade Commission rule against "false or misleading public announcements of planned pricing or output decisions." Violations of the rule subject companies to fines of up to $1 million a day per violation.

A trade group representing some refinery companies along the coast, Western States Petroleum Association, did not immediately return calls seeking comment on the senators' request.

The letter seeking the investigation was sent by Sens. Maria Cantwell and Patty Murray of Washington, Ron Wyden and Jeff Merkley of Oregon, and Dianne Feinstein and Barbara Boxer of California, all Democrats.

Taliban say they tried to kill Pakistani TV anchor

PESHAWAR, Pakistan (AP) ? The Pakistani Taliban have claimed responsibility for a failed assassination attempt against a prominent Pakistani TV anchor.

Taliban spokesman Ahsanullah Ahsan said Tuesday that the group targeted Geo TV's Hamid Mir because he was "promoting secular forces."

A bomb was found underneath Mir's car in Pakistan's capital, Islamabad, on Monday and was defused by police.

The Taliban threatened Mir and other journalists last month because the group was unhappy with their coverage of a schoolgirl activist shot by the militants.

The Taliban shot 15-year-old Malala Yousufzai in the head for criticizing the militants and promoting girls' education. She is currently recovering in Britain.

Ahsan, the Taliban spokesman, said they will target Mir again and other journalists opposed by the militants.

Vast emissions of carbon dioxide and methane from warming permafrost, not accounted for in climate predictions

ScienceDaily (Nov. 27, 2012) ? Permafrost covering almost a quarter of the northern hemisphere contains 1,700 gigatonnes of carbon, twice that currently in the atmosphere, and could significantly amplify global warming should thawing accelerate as expected, according to a new report released November 27 by the UN Environment Programme (UNEP).

Warming permafrost can also radically change ecosystems and cause costly infrastructural damage due to increasingly unstable ground, the report says.

Policy Implications of Warming Permafrost seeks to highlight the potential hazards of carbon dioxide and methane emissions from warming permafrost, which have not thus far been included in climate-prediction modelling. The science on the potential impacts of warming permafrost has only begun to enter the mainstream in the last few years, and as a truly "emerging issue" could not have been included in climate change modelling to date.

The report recommends a special IPCC assessment on permafrost and the creation of national monitoring networks and adaptation plans as key steps to deal with potential impacts of this significant source of emissions, which may become a major factor in global warming.

"Permafrost is one of the keys to the planet's future because it contains large stores of frozen organic matter that, if thawed and released into the atmosphere, would amplify current global warming and propel us to a warmer world," said UN Under-Secretary General and UNEP Executive Director Achim Steiner.

"Its potential impact on the climate, ecosystems and infrastructure has been neglected for too long," he added. "This report seeks to communicate to climate-treaty negotiators, policy makers and the general public the implications of continuing to ignore the challenges of warming permafrost."

Most of the current permafrost formed during or since the last ice age and extends to depths of more than 700 meters in parts of northern Siberia and Canada. Permafrost consists of an active layer of up to two metres in thickness, which thaws each summer and refreezes each winter, and the permanently frozen soil beneath.

Should the active layer increase in thickness due to warming, huge quantities of organic matter stored in the frozen soil would begin to thaw and decay, releasing large amounts of CO? and methane into the atmosphere.

Once this process begins, it will operate in a feedback loop known as the permafrost carbon feedback, which has the effect of increasing surface temperatures and thus accelerating the further warming of permafrost -- a process that would be irreversible on human timescales.

Arctic and alpine air temperatures are expected to increase at roughly twice the global rate, and climate projections indicate substantial loss of permafrost by 2100. A global temperature increase of 3?C means a 6?C increase in the Arctic, resulting in an irreversible loss of anywhere between 30 to 85 per cent of near-surface permafrost.

Warming permafrost could emit 43 to 135 gigatonnes of carbon dioxide equivalent by 2100 and 246 to 415 gigatonnes by 2200. Emissions could start within the next few decades and continue for several centuries.

Permafrost emissions could ultimately account for up to 39 per cent of total emissions, and the report's lead author warned that this must be factored in to the treaty to address global climate change expected to replace the Kyoto Protocol.

"The release of carbon dioxide and methane from warming permafrost is irreversible: once the organic matter thaws and decays away, there is no way to put it back into the permafrost," said lead author Kevin Schaefer, from the University of Colorado's National Snow and Ice Data Center.

"Anthropogenic emissions' targets in the climate change treaty need to account for these emissions or we risk overshooting the 2?C maximum warming target," he added.

Most of the recent climate projections are biased on the low side relative to global temperature because the models do not at this time include the permafrost carbon feedback, the report says. Consequently, targets for anthropogenic greenhouse gas emissions based on these climate projections would be biased high.

Ecosystems and Infrastructure under Threat

Warming permafrost also brings negative consequences in terms of ecosystem and infrastructure damage.

The dominant ecosystems in permafrost regions are boreal forests to the south and tundra to the north. Permafrost is impermeable to water, so rain and melt water pool on the surface -- forming innumerable lakes and wetlands which are used by migratory birds as summer breeding grounds.

Ecosystem disturbances due to permafrost degradation will change species composition, and with it animal habitat and migration, according to the report.

Longer growing seasons due to higher temperatures favour the growth of shrubs and woody vegetation resulting in a northward migration of the tree line. Permafrost degradation and the resultant drying of the land can also result in disturbances such as fires. Fire in boreal forests has recently increased in intensity and frequency, and could become more common in tundra regions.

However, thawing permafrost is structurally weak, resulting in foundational settling that can damage or even destroy buildings, roads, pipelines, railways and power lines. Infrastructure failure can have dramatic environmental consequences, as seen in the 1994 breakdown of the pipeline to the Vozei oilfield in Northern Russia, which resulted in a spill of 160,000 tonnes of oil, the world's largest terrestrial oil spill.

Roads, buildings and other infrastructure in discontinuous permafrost, which tends to be warmer, and along the Arctic coast, where salt content means small temperature changes can turn ice to ground water, are most vulnerable to damage.

Climate change already could add up to US$6.1 billion to future costs for public infrastructure in the US state of Alaska between now and 2030, for example, and while there are only a handful of studies and reports evaluating the economic impacts of permafrost degradation, these indicate infrastructure maintenance and repair costs will increase.

"Thawing permafrost represents a dramatic physical change with huge impacts to ecosystems and human infrastructure," said Mr. Schaefer. "Individual nations need to develop plans to evaluate the risks, costs, and mitigation strategies to protect human infrastructure in permafrost regions most vulnerable to thaw."

Recommendations

The report issues the following specific policy recommendations to address the potential economic, social and environmental impacts of permafrost degradation in a warming climate:

  • Commission a Special Report on Permafrost Emissions: The IPCC may consider preparing a special assessment report on how carbon dioxide and methane emissions from warming permafrost would influence global climate to support climate change policy discussions and treaty negotiations.
  • Create National Permafrost Monitoring Networks: To adequately monitor permafrost, individual countries may consider taking over operation of monitoring sites within their borders, increasing funding, standardizing the measurements and expanding coverage. This applies particularly to countries with the most permafrost: Russia, Canada, China and the United States. The International Permafrost Association should continue to coordinate development and the national networks should remain part of the Global Terrestrial Network for Permafrost.
  • Plan for Adaptation: Nations with substantial permafrost, such as those mentioned above, may consider evaluating the potential risks, damage and costs of permafrost degradation to critical infrastructure. Most nations currently do not have such plans, which will help policy makers, national planners and scientists quantify costs and risks associated with permafrost degradation.

Manning's 2 TDs leads Broncos past Chiefs, 17-9

(AP) ? Peyton Manning was wooed by the Chiefs early in the offseason, after the four-time MVP had been cut loose by Indianapolis and before he signed a five-year deal with Denver.

On Sunday, he showed exactly why Kansas City was after him.

Manning threw for 285 yards and two touchdowns, and led the Broncos down the field in the final minutes when the Chiefs were frantically trying to get a stop, setting up a field goal that sealed a 17-9 victory and their sixth consecutive win.

It allowed Manning to break a tie with his boss and Broncos vice president John Elway with his 149th win as a starting quarterback, trailing only Brett Favre (186) for most in NFL history.

"Peyton Manning is a Hall of Famer," Chiefs linebacker Derrick Johnson said. "We played pretty good as a defense most of the game, but he made a few plays, one or two more plays than we'd like him to make, and he came up with a victory."

Naturally, Manning was quick to pass the praise to someone else.

In this case, it was Knowshon Moreno, who stepped into the starting lineup after Willis McGahee landed on injured reserve this week and ran for 85 yards. Manning also handed out kudos to Jacob Tamme and Demaryius Thomas, who were on the receiving end of his touchdown throws.

"I've got to tip my hat to Knowshon Moreno," Manning said. "He stepped up today and did a heck of a job. Really an impressive effort by him."

Not so much by the Chiefs offense.

Jamaal Charles ran for 107 yards, but the Chiefs (1-10) were done in by penalties, missed opportunities and a conservative approach that has not yielded a touchdown since the first quarter against Pittsburgh on Nov. 12, a span of more than 11 quarters and 173 minutes.

They could only manage field goals by Ryan Succop for the second straight game.

"It's really about stopping the run," Broncos cornerback Champ Bailey said. "If you can limit that run game, you put the weight on their passing game, which hasn't been that great this year."

Quinn was 13 of 25 for 126 yards and an interception.

"Hats off to our defense," Broncos coach John Fox said. "We struggled a bit against the run, but they're a very good run team. ... Something we work very hard on is the red area, and holding them to three field goals was a key in the game."

Kansas City actually established an early lead for the third straight game on Succop's first-quarter field goal, and seemed to be outplaying Denver (8-3) the entire first half.

They had a chance to go ahead 10-0 when they faced fourth-and-2 at the Denver 4, but Chiefs coach Romeo Crennel elected to kick another field goal against a team that had scored at least 30 points in five straight games, drawing a chorus of boos from the crowd.

"I thought points on the board were important," Crennel said by way of explanation.

Problem was that touchdowns trump field goals.

On the Broncos' final drive of the half, Manning completed five straight passes before finding Tamme on third-and-goal from the Kansas City 7 with 18 seconds left. The touchdown catch, on which the tight end dragged safety Eric Berry into the end zone, gave the Broncos a 7-6 lead and wiped out all the hard work that Kansas City had put in over the first 25 minutes.

Denver's Matt Prater missed his second field goal try of the game early in the third quarter, and Succop's 49-yarder gave Kansas City its first second-half lead of the season.

But once again, a failure to get into the end zone proved fatal.

Manning, who surpassed 3,000 yards passing earlier in the day, rode the legs of Moreno into Chiefs territory, and that's when he lobbed a pass over nickelback Jalil Brown and into the hands of Thomas for the go-ahead, 30-yard touchdown reception late in the third quarter.

"That was a great catch down the sideline against tight coverage," Manning said.

The Chiefs twice had chances to overcome the 14-9 deficit late in the fourth, but they failed to move the ball after taking over at their own 37. After getting it back, Crennel chose to punt on fourth-and-6 at the Broncos 47 after a series of penalties ruined the drive.

It was their last chance to retake the lead.

Denver tacked on a field goal by Prater in the closing seconds, and after Jacksonville held on to beat Tennessee, the Chiefs were left as the league's only one-win team.

"We're frustrated every week. Every time we get a loss, it's frustrating," Charles said. "I don't know when it's going to stop, but hopefully we can did deep down in our souls and find a way to get out of this."

A carrier-borne J-15 fighter jet on China's first aircraft carrier, the Liaoning. China has successfully landed a fighter jet on its first aircraft carrier, which entered service two months ago, the country's official news agency confirmed Sunday.
